Sir Edward Grey to Sir J. Jordan,
Foreign Office, January 15, 1909. I HAVE received with satisfaction your despatch No. 568 of the 21st ultimo, inclosing a copy of the provisional rules for the issue of exemption certificates for goods carried on the Shanghae-Nanking Railway.
I shall await with interest the results of any representations which you may have thought advisable to make to the Chinese Government, on the receipt of iny despatch No. 313 of the 7th July last, with a view to putting an end to undue differentiation by the local authorities against railway-borne, and in favour of water-borne, traffic in native goods between Shanghae and Nanking.
